USRowing Safe Sport Discipline Records

(As of November 22, 2024) 


As the National Governing Body for the sport of rowing in the United States, and as a condition of membership in the United States Olympic and Paralympic Committee, USRowing adheres to the USOPC's safe sport rules and regulations. USRowing has granted the U.S. Center for SafeSport:  

  1. Sole and exclusive authority to investigate and resolve any reported violations of sexual misconduct (as defined in the SafeSport Code); and, 
  2. Authority to investigate and resolve any violations of the SafeSport Code other than violations consisting of alleged sexual misconduct (as defined in the SafeSport Code) if the reported violation is referred to the Center. 

 

Persons Permanently Banned from USRowing 

The U.S. Center for SafeSport has investigated and permanently banned the following current or former members of USRowing from participating in any Olympic or Paralympic Committee sports or activities. By extension, these individuals are permanently banned from participation in any USRowing sanctioned activities or the activities of any organization, regatta or club affiliated with USRowing.

Tyler Minney 
Action: Permanent revocation of all USRowing membership rights for: Mr. Tyler Minney 
Effective: August 2, 2018 
Pursuant to Article II – Membership Policies and Procedures Removal of Members, Subsection I.02 Special Categories of Misconduct (a)(iii), former USRowing member, Mr. Tyler Minney is prohibited from participating, in any capacity, in any activity or competition authorized by, organized by, or under the auspices of USRowing or any Membership Organization of USRowing.

Robert Reinhardt 
Action: Permanent revocation of all USRowing membership rights for: Mr. Robert Reinhardt 
Effective: July 10, 2018 
Pursuant to Article II – Membership Policies and Procedures Removal of Members, Subsection I.02 Special Categories of Misconduct (a)(iii), former USRowing member, USRowing Jr. National Team Coach, and USRowing Jr. National Team Manager, Robert Reinhardt is prohibited from participating, in any capacity, in any activity or competition authorized by, organized by or under the auspices of USRowing, or any Membership Organization of USRowing. 

Brandon Tucker 
Action: Permanent Ineligibility  
Effective: April 19, 2023 
Respondent is permanently prohibited from participating, in any capacity, in any event, program, activity, or competition authorized by, organized by, or under the auspices of the United States Olympic & Paralympic Committee (USOPC), the National Governing Bodies recognized by the USOPC, a Local Affiliated Organization as defined by the Code, or at a facility under the jurisdiction of the same.  
No Contact Order: Respondent is prohibited from communicating in any way with Claimants. Communication includes, but is not limited to contact by phone, through email or text message, via any social media application or other electronic medium, in-person interactions (verbal and non-verbal), or contact facilitated through a third party. Should Respondent and Claimant(s) happen to be in the same place at the same time, in addition to refraining from any form of communication, Respondent should make reasonable efforts to keep their distance and avoid getting too close to Claimant(s).

Timothy Warren Vallier 
Action: Permanent revocation of all membership rights for: Timothy Warren Vallier 
Effective: June 25, 2018 
Pursuant to Article II – Membership Policies and Procedures Removal of Members, Subsection I.02 Special Categories of Misconduct (a)(iii), former USRowing member Timothy Warren Vallier (Championship Member # 1148455: April 1, 2014 – March 31, 2015) is prohibited from participating, in any capacity, in any activity or competition authorized by, organized by or under the auspices of USRowing or any Membership Organization of USRowing. 

Larry Wittig 
Action: Permanent revocation of all USRowing membership rights for: Mr. Larry Wittig  
Effective: September 27, 2019 
Pursuant to Article II – Membership Policies and Procedures Removal of Members, Subsection I.02 Special Categories of Misconduct (a)(iii), former USRowing member, Mr. Larry Wittig is prohibited from participating, in any capacity, in any activity or competition authorized by, organized by or under the auspices of USRowing or any Member Organization of USRowing.

John Young 
Action: Permanent revocation of all USRowing membership rights for: Mr. John Young  
Effective: August 2, 2018 
Pursuant to Article II – Membership Policies and Procedures Removal of Members, Subsection I.02 Special Categories of Misconduct (a)(iii), former USRowing member, Mr. John Young is prohibited from participating, in any capacity, in any activity or competition authorized by, organized by or under the auspices of USRowing or any Membership Organization of USRowing. 
 

Persons Suspended from USRowing 

The U.S. Center for SafeSport has investigated and suspended the following current or former members of USRowing from participating in any Olympic or Paralympic Committee sports or activities. By extension, these individuals are suspended from participation in any USRowing sanctioned activities or the activities of any organization, regatta or club affiliated with USRowing.

William Allen Eubanks  
Action: Four-Year Suspension followed by a Five-Year Probation for Mr. Eubanks  
Effective: June 2, 2021 
During suspension, Mr. Eubanks is prohibited from participating, in any capacity, in any event, program, activity, or competition authorized by, organized by, or under the auspices of the USOPC, the National Governing Bodies recognized by the USOPC, a Local Affiliated Organization as defined by the Code, any Paralympic Sports Organization (PSO), or at a facility under the jurisdiction of the same. Upon return to sport within the U.S. Olympic and Paralympic Movement, Mr. Eubanks will be on Probation during which Respondent must not violate any provision of the Code. Any violation of the Code will be considered a violation of this probation and will result in additional disciplinary sanctions. Additionally, Mr. Eubanks is prohibited from communicating with the claimants for the length of his suspension and probationary periods.

Conal Groom
Action: Seven-Year (7) Suspension followed by a Three-Year Probation, and a No Contact Order
Effective: November 2, 2023
Seven-Year (7) Suspension: Respondent is prohibited for seven (7) years from participating, in any capacity, in any event, program, activity, or competition authorized by, organized by, or under the auspices of the United States Olympic & Paralympic Committee (USOPC), the National Governing Bodies recognized by the USOPC, a Local Affiliated Organization as defined by the Code, or at a facility under the jurisdiction of the same.

Three-Year Probation: Upon return to sport within the U.S. Olympic and Paralympic Movement, Respondent will be on Probation for three (3) years. Probation is a specified period during which Respondent must not violate any provision of the Code. Any violation of the Code, regardless of severity, will be considered a violation of this probation and will result in additional disciplinary sanctions, likely including a period of suspension or permanent ineligibility. Respondent will only be on probation during time frames in which they are a Participant, as defined by the Code (e.g., if Respondent allows their membership to lapse during the term of probation, the probationary term will be tolled until Respondent reactivates their membership). Additionally, as a term of this probation, Respondent must disclose their probationary status to any organization within the Olympic & Paralympic Movement where they are employed, volunteer, or otherwise participate, including the United States Olympic & Paralympic Committee (USOPC), the National Governing Bodies recognized by the USOPC, a Local Affiliated Organization as defined by the Code, or at a facility under the jurisdiction of the same. During this period of probation, Respondent must proactively inform the relevant NGB if they become employed by, volunteer at, or otherwise participate with any new or different affiliated organization, club, or NGB. Failure to follow these disclosure provisions may constitute a separate violation of the SafeSport Code.

No Contact Order: Respondent is prohibited from communicating in any way with Claimants 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, and 12 during the term of their probation (and any tolling periods as described above). Communication includes, but is not limited to contact by phone, through email or text message, via any social media application or other electronic medium, in- person interactions (verbal and non-verbal), or contact facilitated through a third party. Should Respondent and Claimant(s) happen to be in the same place at the same time, in addition to refraining from any form of communication, Respondent should make reasonable efforts to keep their distance and avoid getting too close to Claimant(s).

SafeSport® Trained Core Course: Respondent must successfully complete the online SafeSport® Trained Core Course, regardless of any prior completion, and provide the certificate of completion to the Center at resolutions@safesport.org within 30 days following the Date of Issuance of this letter. Failure to complete this requirement in the timeframe specified may constitute a separate violation of the Code and prompt additional disciplinary action, up to and including a suspension pending completion of this requirement. The Center will provide login instructions for SafeSport Education under separate cover shortly after issuance of this Notice.

Kirkland Shipley 
Action: Ineligible, until further notice  
Effective: September 23, 2021 
Beginning on September 23, 2021, former member is prohibited from participating, in any capacity, in any event, program, activity, or competition authorized by, organized by, or under the auspices of the United States Olympic & Paralympic Committee (USOPC), the National Governing Bodies recognized by the USOPC, a Local Affiliated Organization as defined by the Code, or at a facility under the jurisdiction of the same.

Grant Young 
Action: Ineligible. Until further notice  
Effective: April 25, 2022 
Respondent is prohibited from participating, in any capacity, in any event, program, activity, or competition authorized by, organized by, or under the auspices of the USOPC, a member organization, or at a facility under the jurisdiction of the same. 

Yohann Rigogne 
Action: Ineligible. Until further notice  
Effective: June 27, 2022
Respondent is prohibited from participating, in any, capacity, in any event, program, activity, or competition authorized by, organized by, or under the auspices of the USOPC, the National Governing Bodies recognized by the USOPC, a Local Affiliated Organization as defined by the Code, or at a facility under the jurisdiction of the same. 
 

Persons Subject to Temporary Measures by USRowing  

The U.S. Center for SafeSport has investigated and placed temporary measures on the following current or former members of USRowing. By extension, these individuals are subject to temporary measures by USRowing.

Christopher Jarmul  
Action: Temporary Suspension 
Effective: February 24, 2023 
Beginning on February 23, 2023, Respondent is prohibited from participating, in any capacity, in any event, program, activity, or competition authorized by, organized by, or under the auspices of the United States Olympic & Paralympic Committee (USOPC), the National Governing Bodies recognized by the USOPC, a Local Affiliated Organization as defined by the Code, or at a facility under the jurisdiction of the same.
