Proposed Changes for the 2026 Rules of Rowing Posted for Comment
USRowing has released the proposed changes for the 2026 Rules of Rowing. All proposals can be found in the documents below:
In August of 2025, USRowing accepted submissions for changes to the Rules of Rowing for both classic and coastal rowing, which were subsequently reviewed in September. When necessary, the individual submitting the proposal was contacted for clarification.
Per our procedures, all rule change proposals will be posted on the USRowing website from now through November 19th for public review and comment. After that time, the Rules Committee and the Referee Committee will review all suggested submissions and make recommendations to the CEO of USRowing for inclusion in the 2026 Rules of Rowing.
To submit feedback, please email your comments to Referee.Programs@usrowing.org by November 19, 2025, at midnight PST. When giving feedback, please clearly state which rule changes you are commenting on, whether you are for or against the change, and what your reasoning for your stated position is. Your comments may be made public.
