Meet Tom Rooks - USRowing's New Chief Sport Officer


USRowing has named Tom Rooks as its new Chief Sport Officer (CSO), a role focused on ensuring the safety, integrity, and growth of rowing across the country. With decades of experience as a rower, coach, and Coast Guard leader, Rooks brings passion to the organization at a time of opportunity and evolution. 

For Rooks, stepping into the role was not just a professional milestone—it was a personal one. “I never imagined this would become my career,” he says. “Rowing shaped so much of my life—from my grandfather rowing in California, to meeting my wife through the sport, to now watching my kids row. Being offered this position felt like a full-circle moment. I wish my grandfather could see it.” 

Background and Mindset 

Rooks served nearly 22 years in the United States Coast Guard, leading national training programs. His experience in maritime safety and leadership now serves as the foundation for his approach to managing USRowing operations. 

I wake up every day with zero in mind,” he says. “Zero lives lost while rowing for the year. That’s the first measure of success. Everything else comes after.” 

His journey into rowing began his senior year in high school after walking away from basketball, and he quickly found a sense of belonging through effort and merit. “Rowing was the first meritocracy I found,” he recalls. “If you worked hard, you earned your place. If I couldn’t earn it honestly, it wasn’t worth having.” 

That mindset still guides his leadership today. “I believe in speaking with one voice—clear, consistent, and values-driven. Whether I’m talking to a middle school rower, a regatta director, or the CEO of an organization, I aim to show up the same way.” 

The Role and Priorities 

As Chief Sport Officer, Rooks oversees a team responsible for everything from competition and programming to referee support, club safety, insurance, and sport development. “It’s domestic operations for rowing,” he explains. “No two days are the same. I might start by reviewing safety cases, then pivot to sanctioning regattas or responding to weather concerns. I love the unpredictability—it keeps me connected to the heart of the sport.” 

Rook's top priorities for the year include delivering successful and safe events, as well as continuing to grow participation in rowing. “We want more people to experience what the sport can offer,” he says. “It’s a gift—and I want to help share that gift with as many people as possible.” 

Philosophy and Outlook 

Rooks credits his high school coach, Rick Gotham, for shaping his core values. “He taught me to value what is honest and good in others,” Rooks says. Gotham emphasized meritocracy and integrity over appearances, instilling a focus on effort and character rather than external factors. This philosophy continues to guide Rooks in his role as CSO, helping him lead with integrity while supporting the organization’s growth and innovation. 

His advice to new rowers? “Let yourself fail. Let yourself be new. We often avoid things we’re not good at—but there’s joy in trying and growing. Even after 30 years in this sport, I still find moments that humble me.”
