USRowing Accepting 2026 Rule Change Submissions

USRowing is currently accepting annual submissions for changes to the Rules of Rowing. The deadline for rule change submissions to the 2026 USRowing Rules of Rowing is August 31. Starting on September 1, rule change proposals will be reviewed. The individual submitting the proposal may be contacted for clarification.  

All rule change proposals will be posted to the USRowing website from October 1 through October 31 for public review and comment. In November, both the Rules Committee and the Referee Committee will review all suggested submissions and make recommendations to the CEO of USRowing for inclusion in the 2027 Rules of Rowing.   

For any member of USRowing interested in submitting a rule change, please email Referee.Programs@usrowing.org.   

When submitting a rule change, include the current number and title of the rule in the 2026 Rules of Rowing. Please italicize any proposed rule changes to identify suggestions. Finally, please include reasons, examples, or explanations of how the rule change will improve safety or how the change will provide more equitable racing conditions.
